    What Happens to the State in Conflict?: Political Analysis as a Tool for Planning Humanitarian Assistance

    It is now part of received wisdom that humanitarian assistance in conflict and post‐conflict situations may be ineffective or even counterproductive in the absence of an informed understanding of the broader political context in which so‐called ‘complex political emergencies’ (CPEs) occur. Though recognising that specific cases have to be understood in their own terms, this article offers a framework for incorporating political analysis in policy design. It is based on a programme of research on a number of countries in Africa and Asia over the last four years. It argues that the starting‐point should be an analysis of crises of authority within contemporary nation‐states which convert conflict (a feature of all political systems) into violent conflict; of how such conflict may in turn generate more problems for, or even destroy, the state; of the deep‐rooted political, institutional and developmental legacies of political violence; and of the difficulties that complicate the restoration of legitimate and effective systems of governance after the ‘termination’ of conflict. It then lists a series of questions which such an analysis would need to ask — less in order to provide a comprehensive check‐list than to uncover underlying political processes and links. It is hoped these may be used not only to understand the political dynamics of emergencies, but also to identify what kinds of policy action should and should not be given priority by practitioners.

    A zinc borate having a particular crystallite size and containing very little sodium components and a method of preparing the same. The zinc borate has a particular chemical composition, has a crystallite size of not smaller than 40 nm as found from diffraction peaks of indexes of planes of (020), (101) and (200) in the X-ray diffraction image (Cu-k&agr;) and contains sodium components in amounts of not larger than 100 ppm as measured by the atomic absorptiometric method.

    The present invention relates to a stabilizer system for polymers containing halogen, comprising an alkaline earth metal double carbonate of the formula (A) (M 1 O) m* (M 2 O) n−m* (CO 2 ) o* (H 2 O) p (A) where M 1 and M 2 =various alkaline earth metals; m=from 0.9 to 1.1; n=from 1.9 to 2.1 and p=from 0 to 2.1; or n=from 3.9 to 4.1, and p=from 0 to 4.1; o=from 0 to 1.1 and at least one of the compounds selected from the group consisting of (B) and (C), where (B) is at least one nitrogen-containing organic compound selected from the group consisting of (B1) and (B2), where (B1) is a tert-alkanolamine and (B2) is an enaminone or a urea, and (C) is an alkaline earth metal aluminohydroxocarbonate of the formula (C) (M 1−x Zn x ) y Al 2 (OH) 4+2y CO 3* z H 2 O  (C) where M=magnesium or/and calcium; x=from 0 to 0.5; y=from 2 to 8, and z=from 0 to 12. The present invention further relates to compositions and articles comprising said stabilizer systems, and to processes for stabilizing a polymer containing halogen.

    The present invention relates to a process for producing a pelletized stabilizer mixture for halogen-containing plastics, comprising the following steps: (a) heating, at from 40 to 100° C. in an extruder or kneader, a mixture comprising (A) at least one lubricant, (B) at least one substance having stabilizer activity, and (C) auxiliaries and additives, where at least 1% by weight of all of the substances, based on the total amount of the mixture, has a melting point below 100° C., (b) forcing the material through a pelletizing die, (c) carrying out die-face pelletization under water, (d) transporting the pelletized stabilizer mixture away in a stream of water, (e) extracting the pelletized stabilizer mixture from the water, and (f) drying the pelletized stabilizer mixture. The present invention further relates to pelletized stabilizer mixtures producible therefrom, and also to use of these.
