A dispersion in organic solvent of a core-shell type tetragonal titanium oxide solid solution in which a core is composed of a tetragonal titanium oxide microparticle containing at least one element (M0) selected from the group consisting of gallium, vanadium, niobium, tantalum, zirconium, aluminum, and indium in the solid solution and containing tin in the solid solution, and a shell surrounding the core is composed of silicon oxide. The core-shell type solid solution has a particle diameter (D50) corresponding to 50% in volume-based cumulative particle size distribution as measured by a dynamic light scattering method using a laser beam of up to 50 nm, the amount of the tin component dissolved in the solid solution, expressed in molar ratio (Ti/Sn) of titanium to tin, is in the range from 10 to 1,000, and the total amount of the (M0) component dissolved in the solid solution, expressed in molar ratio (Ti/M0) of titanium to (M0), is in the range from 10 to 1,000.
