    A production process with good efficiency, and applicable to production of a synthetic intermediate of a new quinolone anti-fungus agent CP-99219, is provided. A production process of an intermediate of a new quinolone compound expressed by the formula (IV) ##STR1## wherein R.sup.3 represents a benzyl group, a diphenylmethyl group, etc. and R.sup.4 represents a linear or branched alkyl group of 1 to 8C, a cycloalkyl group, etc. which process employs as a starting substance, a cyclopropanetricarboxylic acid triester expressed by the formula (I) ##STR2## wherein R.sup.1 and R.sup.2 represent a linear or branched alkyl group, a cycloalkyl group, an aryl group or an aralkyl group, and passes through seven steps.

    A water-soluble, flame retardant polyester resin is obtained by a condensation reaction or a polycondensation reaction of a dicarboxylic-acid component, a glycol component, a water-solubility imparting component and a reactive phosphorus-containing compound such that a ratio of the water-solubility imparting component in a total of the dicarboxylic-acid component and the water-solubility imparting component is in a range of 1 to 60 mol%. Since this polyester resin can be dissolved in a solvent by allowing a halogen-free, phosphorus-containing polyester with excellent flame resistance to have water solubility, it is possible to improve applicability and eliminate problems of working environment and environmental destruction resulting from organic solvents. In addition, even when treating substrates such as fibers and PET films with the polyester resin, there is no deterioration of these substrates.

    Provided is a hair cosmetic composition, which contains the following components (A) and (B): (A) a hydroxy-free tricarboxylic acid having from 4 to 20 carbon atoms in total, or salt thereof, and (B) at least one or more organic solvents selected from the group consisting of aromatic alcohols, N-alkylpyrrolidones, alkylene carbonates, polypropylene glycols, lactones and cyclic ketones, wherein the organic solvent has a ClogP of from -2 to 3; and wherein the hair cosmetic composition has a pH of from 2 to 5 at 25°C when diluted to 20 times the weight with water. Provided also is a hair quality improving method which comprises treating the hair with the hair cosmetic composition. The hair cosmetic composition of the present invention can for example give strength/body, manageability, and set retention property to the hair which is apt to be dry and moistureless owing to the damage by coloring, permanent waving, or repetition of excessive blow drying.

    The present invention relates to a heat transfer medium composition which contains water, a glycol, alcohol and/or glycol ether as a main ingredient and a pH buffering agent. The composition provides improved and long lasting buffering in actual use to maintain the pH value of the medium within the appropriate range of pH 6 to pH 10. The pH buffering agent is prepared of an alicyclic compound where two members selected from among carboxyl and its salts are bonded to a ring-constituting carbon atom, or at least two members selected from the group are respectively bonded to as many neighboring carbon atoms. Alternatively, the pH buffering agent is prepared of a heterocyclic compound in which at least one ring-constituting carbon atom of the alicyclic compound is substituted by a nitrogen or oxygen atom, where two members selected from the group are bonded to a ring-constituting carbon atom, or at least two members selected from the group are respectively bonded to as many neighboring carbon atoms.
