The present invention relates to a rubber composition for tire tread, comprising 100 parts by weight of raw rubber; 20-180 parts by weight of a reinforcing filler, which comprises low specific surface area silica having a CTAB adsorption specific surface area of 60 m2/g to 150 m2/g; and 2-50 parts by weight of a liquid polymer, which has a glass transition temperature of -110°C to -70°C and has a weight average molecular weight of 3,000 g/mol to 100,000 g/mol, and a winter tire manufactured using the same, and more specifically, to a technique for improving the braking performance of a tire on a wet road surface and an icy/snowy road surface and maintaining the improved braking performance for a long period of time.
