M-C-N-O based phosphors having high emission intensity are provided without using heavy metals, rare metals, and special activator agents. Colors of the M-C-N-O based phosphors can be changed by adjusting a peak top of an emission spectrum. Highly environmentally-compatible polymer dispersions, inorganic EL devices, light emitting devices, fluorescent tubes, and the like are also provided, which use the M-C-N-O based phosphors.
The M-C-N-O based phosphors of the present invention comprise a group IIIB element (M), carbon (C), nitrogen (N), and oxygen (O). Colors are changed by changing an amount of carbon (C) contained in the M-C-N-O based phosphors. The polymer dispersions, inorganic EL devices, light emitting devices, and fluorescent tubes are produced using the M-C-N-O based phosphors.
