The invention greatly increases the breakdown of contaminants such as PAH's in sludge by targeting the generation of reactive species such as hydroxy radical at the site where it is needed. By creating the reactive species at the desired site, the species has a lower probability of decay before reacting with a contaminant molecule. Methods and materials are presented for partitioning one or more hydrophobic catalysts, oxidant or other compound into a hydrophobic phase or particle surface for enhanced destruction of hydrophobic contaminants. Preferred embodiments for solid sludges utilize iron soaps made from short aliphatic carboxylates to focus the destructive power on oily micro-sites in the sludge. Preferred embodiments for oil spills utilize amphipathic photoactive dyes such as methylene blue derivatives that adhere to the oil phase and that focus light driven destruction reactions within the oil itself.
