The present invention relates to an antifouling coating composition containing (A) a curable organopolysiloxane having at least two silanol groups in one molecule, (B) at least one organosilicon crosslinking agent selected from an organosilane having at least two hydrolyzable groups in one molecule and a partially hydrolyzed condensate thereof, and (C) a curing catalyst containing an alkali metal compound, a kit for preparing the antifouling coating composition, an antifouling coating film formed of the antifouling coating composition, and a substrate with the antifouling coating film and a method for producing the same, the antifouling coating composition being one which does not use a tin-based catalyst or a bismuth-based catalyst, has rapid curability even in a low-temperature environment, and is also excellent in antifouling performance.
