  Electrolysis of partially neutralized trifluoroacetic acid in the presence of diallylamine provided an 8% yield of the crystalline hydrochloride of the title compound. That the material has the cis configuration was deduced from the nmr spectra of its N-butyl derivative in acidic solutions.
