  Sulfamic acid esters of formula wherein R is QR1, SO2NR2R3 or OSO2NR2R3; R1 is specified alkyl, fluorinated alkyl or allyl; R2 and R3 are C1-C3 alkyl; R4 is H, CH3, OCH3, Cl, N02, F or CF3; Q is O, S, S(O) or SO2; X is CH3 or OCH3; Y is halogen or various organic groups; and Z is CH or N; and their agriculturally suitable salts, exhibit herbicidal and plant growth regulant activities. The novel compounds may be formulated into herbicidal compositions in conventional manner. They may be synthesised by reacting the appropriate 2-aminopyrimidine or 2-amino-1,3,5-triazine with the appropriately substituted phenoxysulfonyl isocyanate.
