wherein R, R1 and R2 are each as defined above, and/or its hydrochloride, with phosgene is provided, which process is characterized by carrying out the reaction substantially in the presence of water and a dehydrochlorinating agent, preferably while keeping the pH of the reaction liquid within a range of 3.0 to 10.0 with the dehydrochlorinating agent in water solvent.
