  A high yield method for preparing fluorine-containing alpha, beta-unsaturated carboxylic acids under simple and mild conditions comprises reacting fluorine containing alkenyl halide represented by general formula (I): R1(R2)C=C(R3)X (wherein R1, R2, and R3 are hydrogen, fluorine, alkyl, or fluoro alkyl, and at least one is fluorine, or fluoroalkyl; X is chlorine, bromine, or iodine) with carbon dioxide in an organic solvent and in the presence of zinc and at least one cation selected from alkali metal ions, alkaline earth metal ions, and ammonium lons in the reaction system, and hydrolyzing the reaction product.
