An object of the present invention is to provide a flame retardant composition having such a property that a flame retardant component is adhered in a larger amount onto a fiber than that in the case of a flame retardant composition that has heretofore been used. In order to achieve the obj ect, the present invention provides a flame retardant composition, including: at least one phosphorus compound represented by the following general formula (1) or (2); a cationic surfactant; and a nonionic surfactant:
