  A thermoplastic resin composition consisting essentially of (A) 5 to 99% by weight of a hydrogenated polymer which is a hydrogenation product of a polymer represented by general formula (I): or a mixture of the norbornene derivative and a monomer copolymerizable therewith to ring-opening polymerization and (B) 95 to 1% by weight of at least one member selected from the group consisting of (B-1) a rubbery polymer and (B-2) a thermoplastic resin.   Certain embodiments are directed to cyanate resin blends comprising, for example, a mixture of a cyanate monomer and a cyanate oligomer. The resin blends are effective to provide a dielectric constant of less than 2.7, a glass transition temperature of at least 150° C. and a moisture absorption of less than 1.5%.
