The present invention is to provide a coating composition for surface coating capable of forming a cured coating film layer that protects a reflective substrate of a solar heat-collecting reflective plate and that is excellent in the impact resistance and the weather resistance such as the heat resistance and the water resistance, as well as a solar heat-collecting reflective plate having such a cured coating film layer, and a process for its production.
