Provided are a tire inner surface sealant rubber composition that makes it possible to reduce changes in physical properties and sealing performance, as well as a self-sealing tire including the rubber composition. The present disclosure relates to a tire inner surface sealant rubber composition, containing at least one rubber component, at least one vulcanization accelerator selected from the group consisting of thiazoles, thiurams, and dithiocarbamines, and at least one peroxide, the rubber composition containing, per 100 parts by mass of the at least one rubber component, 0.5 to 10.0 parts by mass of the at least one vulcanization accelerator and 0.5 to 10.0 parts by mass of the at least one peroxide.
