The purpose is to provide a new bipolar organic compound. Also, the aim is to provide an excellent carrier balance luminous component. Furthermore, the goal is to offer luminous components and devices with low driving voltage and low power consumption. Additionally, the objective is to provide electronic devices with low power consumption. The solution provides a chemical formula represented as Quinoxaline derivative. In the chemical formula 1, α1 and α2 independently represent an arylene group with up to 13 carbon atoms forming a ring, Ar represents an aryl group with up to 13 carbon atoms forming a ring, R1 and R6 independently represent a hydrogen atom, an alkyl group with 1 to 6 carbon atoms, or one of the aryl groups with up to 13 carbon atoms forming a ring, R2 to R5 and R7 to R10 independently represent a hydrogen atom, an alkyl group with 1 to 6 carbon atoms, a substituted or unsubstituted phenyl group, or a substituted or unsubstituted biphenyl group.
