    The present invention relates to a flame-retarding agent comprising a phosphoramidate compound represented by Formula (I): wherein R1 and R2 are each independently C1-3 alkyl, R11 and R12 are each independently C1-3 alkylene, R13 is C1-6 alkylene, B1 is hydrogen or C1-6 alkyl, and A is hydrogen or an organic group represented by Formula (Ia): wherein R3 and R4 are each independently C1-3 alkyl, R14 and R15 are each independently C1-3 alkylene, and B2 is hydrogen or C1-6 alkyl, wherein when B1 is C1-6 alkyl, and A is hydrogen, B1 and R13-A, taken together with nitrogen to which they are attached, may form a non-aromatic nitrogen-containing heterocycle, and wherein when B1 is C1-6 alkyl, A is an organic group represented by Formula (Ia), and B2 is C1-6 alkyl, B1 and B2, taken together with nitrogen to which they are attached and with R13, may form a non-aromatic nitrogen-containing heterocycle.

    Various approaches to the synthesis of nucleoside H-phosphonamidates have been investigated. Direct couplings of nucleoside H-phosphonates with amines have been hampered by extensive reactions of the condensing agents with amines. Preactivation of nucleoside H-phosphonates with pivaloyl chloride or chlorophosphates, followed by the addition of amines, notably diminished these side reactions. The most efficient and versatile route to nucleoside N-alkyl H-phosphonates was found to be aminolysis of the in situ-produced aryl nucleoside H-phosphonates with appropriate amines.

    The present invention provides a polyurethane which has excellent flame retardance and various excellent performances. A phosphoramidate compound having a specific structure is used as a flame retardant for a polyurethane foam or a polyurethane elastomer. By mixing this flame retardant with a raw material of a polyurethane resin (polyol, polyisocyanate and various additives), a polyurethane reactive raw material composition is obtained. By reacting the polyisocyanate and active hydrogen-containing compounds such as polyol in the polyurethane reactive raw material composition, a curing reaction takes place and a polyurethane foam composition or polyurethane elastomer composition is obtained. The obtained polyurethane resin composition has excellent flame retardance and other excellent performances as the polyurethane foam or polyurethane elastomer.
